Framing and Rough Carpentry — C-5 License Guide

A C-5 Framing and Rough Carpentry license lets you legally contract for the structural wood-and-metal-framing work that becomes the skeleton of a building — form work, wall and roof framing, trusses, sheathing, sub-flooring, roof decking, and exterior stairs and railings — before drywall, cabinets, or trim ever go in. It’s one of California’s highest-volume specialty classifications because almost every wood-framed structure in the state, from a single ADU to a 200-unit tract development, needs a licensed C-5 contractor (or a B General Building contractor performing the same scope) at the framing stage. If you run a framing crew, build production homes, or subcontract structural carpentry, this is the classification the California Contractors State License Board (CSLB) expects you to hold.

What a C-5 License Actually Covers

CSLB’s regulatory definition, codified at California Code of Regulations, Title 16, Division 8, Article 3, Section 832.05, states that a framing and rough carpentry contractor “performs any form work, framing or rough carpentry necessary to construct framed structures; installs or repairs individual components of framing systems and performs any rough carpentry or associated work, including but not limited to the construction or installation of: sub-flooring, siding, exterior staircases and railings, overhead doors, roof decking, truss members, and sheathing.”

In practice, that regulatory language covers real jobs like these:

  • New-home framing — laying out and framing the floor, wall, and roof systems for a single-family production home from foundation to roof sheathing.
  • ADU framing — building the structural shell of an accessory dwelling unit, including wall framing, roof trusses, and sub-floor decking.
  • Roof truss installation — setting engineered trusses, installing bracing, and sheathing the roof deck to spec.
  • Deck and exterior stair/railing construction — framing an elevated deck, exterior staircase, or guardrail system that carries structural load.
  • Tenant-improvement wall framing — building interior load-bearing or shear walls for a commercial buildout before the finish trades arrive.
  • Concrete form work — building and stripping formwork for footings, foundation walls, and slabs ahead of a pour.

What it does not cover is anything past the structural shell: cabinets, trim, interior doors and casing, and other finish woodwork fall under a different classification (see below), and if your business does two or more unrelated building trades on the same job — say, framing plus electrical rough-in — you may need a B General Building license instead of, or in addition to, C-5.

The C-5 Exam: What CSLB Actually Publishes

Every C-5 applicant sits for two exams: the Law and Business exam (shared across all classifications) and the classification-specific Framing and Rough Carpentry trade exam. Both are closed-book, computer-based, multiple-choice tests administered by PSI, and CSLB confirms candidates get 3.5 hours to complete “each examination.” CSLB does not publish an exact question count for the C-5 trade exam — its examination FAQ only says exams “consist of multiple-choice questions,” with no per-classification total, so we won’t invent one.

What CSLB does publish, in its official C-5 License Examination Study Guide (for exams scheduled on or after June 1, 2025), is the exact topic-area breakdown for the trade exam:

  • Planning and Estimating — 17% (project planning, blueprints/specifications/shop drawings, estimating, calculations)
  • Structural Framing — 38% (formwork, load and span, bracing, shear and diaphragm, structural hardware, wood and metal framing)
  • General Framing — 21% (flashing and weatherproofing, siding/roofing/flooring, doors/windows/stairs, decks/porches/gazebos, squaring and leveling, access and ventilation)
  • Safety — 24% (Cal/OSHA requirements, EPA and AQMD regulations, asbestos and environmental hazards, transportation and traffic control)

CSLB labels these percentages “approximate,” each question has one best answer among four choices, a calculator is provided for math problems, and there’s no penalty for guessing. The study guide’s reference list includes the 2025 California Residential and Building Codes (Title 24), Cal/OSHA’s Construction Safety Orders (Title 8), and trade texts like Complete Book of Framing and Modern Carpentry.

C-5 Licensing Requirements

To qualify for a C-5 license, CSLB requires:

  • Experience: Four years of journey-level experience in framing and rough carpentry within the past 10 years. Up to three of those years can be credited through a related apprenticeship program, trade school, or college coursework, but at least one full year must be hands-on, practical experience.
  • Contractor’s bond: A $25,000 contractor’s bond, the statewide minimum for all active licenses since SB 607 raised it from $15,000 effective January 1, 2023.
  • Bond of Qualifying Individual (BQI): An additional $25,000 bond when a Responsible Managing Employee (RME) or a Responsible Managing Officer/Member who is not an owner of at least 10% of the business (RMO) qualifies the license on behalf of someone else.
  • Fees: A $450 nonrefundable application fee, plus a $200 initial license fee for a sole owner or $350 for a partnership, corporation, or LLC.
  • Live Scan fingerprinting: Required as part of the background-check process for all applicants.
  • Workers’ compensation: Required for any C-5 licensee with employees. C-5 is not one of the classifications CSLB already barred from claiming a no-employee exemption (that no-exemption list is limited to C-8 Concrete, C-20 HVAC, C-22 Asbestos Abatement, C-39 Roofing, and D-49 Tree Service). Under SB 1455, the broader requirement that every licensee — regardless of classification — carry workers’ comp or file a certificate of exemption was pushed back to January 1, 2028, so C-5 contractors without employees can still file that exemption in the meantime.

Separately, Assembly Bill 2622 raised California’s unlicensed “handyperson” exemption to $1,000 in total labor and materials, effective January 1, 2025, up from the old $500 cap — but only for permit-exempt work with no employees. It doesn’t create a new tier of C-5 work; anyone framing above that threshold, or pulling a permit, still needs the license.

C-5 vs. the Classifications People Confuse It With

C-5 vs. C-6 (Cabinet, Millwork and Finish Carpentry)

This is the boundary that trips up the most contractors. C-5 is structural: framing that carries load — walls, roofs, floors, trusses, sheathing, form work, exterior stairs. C-6, defined at 16 CCR §832.06, is non-structural finish work: cabinets, cases, sashes, doors, trim, and nonbearing partitions, plus placing and finishing that millwork on-site. The framer who builds a house’s wall and roof structure holds C-5; the crew that comes in afterward to install kitchen cabinets and baseboards holds C-6. The two overlap on almost every project but never on the same piece of work.

C-5 vs. B (General Building)

A B General Building contractor can perform framing as part of a project, but B licensure exists for work requiring at least two unrelated building trades on the same job (Business and Professions Code §7057) — think a contractor overseeing framing, electrical, plumbing, and drywall as one build. A framing subcontractor doing nothing but structural carpentry stays in C-5; a general contractor coordinating multiple trades on a whole structure typically needs B instead.

C-5 vs. C-51 (Structural Steel)

Steel-frame construction sits outside C-5’s scope. C-51, defined at 16 CCR §832.51, covers fabricating and erecting structural steel shapes and plates, including the riveting, welding, and rigging involved. A project framed in structural steel rather than wood or light-gauge studs calls for C-51, not C-5.

Who Needs a C-5 License?

The C-5 classification is built for:

  • Production home builders framing multiple units on a tract development timeline.
  • ADU and remodel contractors whose scope is limited to the structural shell of an addition or accessory unit.
  • Framing subcontractors who bid framing packages on new construction for builders and general contractors.
  • Deck and patio-cover builders whose structures involve load-bearing framing rather than pure finish carpentry.
  • Tenant-improvement framers building out commercial shell space with new interior walls before finish trades take over.

Frequently Asked Questions

Is C-5 the same as being a “framer”?

Functionally, yes — C-5 is CSLB’s official classification for the trade most people call framing. The regulatory name is “Framing and Rough Carpentry.”

Can a C-5 contractor build cabinets or install trim?

Not under the C-5 license alone. Cabinets, trim, and other finish carpentry fall under C-6. Many contractors hold both classifications if they run crews that do structural and finish work.

Do I need a C-5 license to build a deck?

If the deck involves structural framing — posts, beams, joists, ledgers — that’s C-5 scope. Very small, permit-exempt jobs may fall under AB 2622’s $1,000 handyperson exemption, but that requires no permit and no employees, so most real deck projects still need a license.

How many questions are on the C-5 trade exam?

CSLB does not publish an exact question count for this classification. We won’t guess at a number — what CSLB does confirm is that it’s a closed-book, multiple-choice exam with 3.5 hours allowed, and it publishes the exact topic-area percentages listed above.

What’s the bond amount for a C-5 license?

$25,000, the same statewide minimum that applies to every active CSLB license since January 1, 2023. If a non-owner RME or RMO qualifies the license, an additional $25,000 Bond of Qualifying Individual is required.

Does a C-5 contractor need workers’ compensation insurance?

If you have employees, yes, immediately. C-5 is not on CSLB’s short list of classifications (C-8, C-20, C-22, C-39, D-49) that were already barred from claiming a no-employee exemption. Under SB 1455, the requirement that every licensee carry workers’ comp or file an exemption certificate, regardless of employees, is now set to take effect January 1, 2028.

Can I substitute education for the experience requirement?

Up to three of the required four years of journey-level experience can come from a related apprenticeship, trade school, or college program, but CSLB requires at least one year to be actual hands-on trade experience — you can’t substitute your way to zero fieldwork.

Is C-5 required for steel-frame buildings?

No. Structural steel fabrication and erection falls under C-51, a separate classification from C-5’s wood-and-light-gauge framing scope.
