What Is a C-50 Reinforcing Steel License?
A C-50 Reinforcing Steel license is the CSLB specialty classification that authorizes a contractor to fabricate, place, and tie the steel mesh and reinforcing bars (rebar) embedded inside concrete structures. Under California Code of Regulations, Title 16, §832.50, a reinforcing steel contractor “fabricates, places and ties steel mesh or steel reinforcing bars (rods), of any profile, perimeter, or cross-section, that are or may be used to reinforce concrete structures.” In plain terms, C-50 is the steel skeleton that goes inside a concrete pour — not the concrete itself, and not the structural steel framing of a building. If your work centers on reading rebar shop drawings, fabricating bar to spec, and placing and tying it before the concrete truck arrives, C-50 is the classification CSLB expects you to hold.
C-50 Scope of Work: Real Projects
Typical C-50 scope includes:
- Foundation and slab rebar placement — laying out and tying mats of bar for spread footings, mat foundations, and slabs-on-grade ahead of the pour.
- Rebar cages for columns, piers, and caissons — fabricating steel cages, setting them in drilled shafts or forms, and bracing them to hold position during the pour.
- Post-tensioning for parking structures and elevated slabs — laying out and stressing PT cables, a distinct, higher-skill category CSLB tests separately from ordinary rebar placement.
- Seismic reinforcement detailing — placing the closely-spaced hoops, ties, and dowels California’s seismic design requirements call for in columns, shear walls, and beam-column joints.
- Tilt-up panel reinforcement — placing rebar mats and embeds inside tilt-up concrete panels before they’re cast and lifted into place, common in California industrial construction.
- Retaining walls and bridge decking — placing reinforcing steel for engineered retaining structures and, on public works, bridge deck and barrier reinforcement.
C-50 does not cover pouring the concrete, formwork, or structural steel members that aren’t embedded in concrete (that’s C-51) — the regulatory text stops at fabricating and placing the steel.
C-50 Exam Structure: What CSLB Actually Tests
Every applicant must pass two exams: the Law and Business exam (identical for every classification) and the classification-specific C-50 Reinforcing Steel trade exam, both closed-book and multiple-choice, administered by PSI for CSLB.
CSLB’s official C-50 study guide (current for exams scheduled on or after November 1, 2024) publishes the real content breakdown:
- Planning and Estimating — 29% (plans and specifications, grades of reinforcing steel, quantities, cost estimating)
- Fabrication — 10% (preparation and fabrication of bar)
- Layout and Placement of Reinforcing Steel — 18% (placing marks, templates, bar supports, placing and tying)
- Post-Tensioned Cables and Specialty Projects — 19% (layout, placement, and stressing of cables; steel in special locations)
- Safety — 24% (personnel, equipment, and jobsite safety)
CSLB labels these approximate, but safety and post-tensioning alone make up over 40% of the content — this exam tests far more than tying bar.
C-50 License Requirements
Experience: four years of journey-level (or supervisory/owner) experience in reinforcing steel, earned within the ten years before you apply. Up to three years can be credited through documented technical training or apprenticeship, but at least one full year must be hands-on practical experience.
Bond and BQI: every active license needs a $25,000 contractor license bond (raised from $15,000 effective January 1, 2023, under SB 607). If the qualifying individual owns less than 10% of the business, CSLB also requires a separate $25,000 Bond of Qualifying Individual (BQI). LLCs additionally need a $100,000 LLC employee/worker bond.
Fees: a $450 non-refundable application fee, plus a $200 (sole owner) or $350 (other entities) initial license fee once you pass both exams — $650–$800 total before bond and insurance.
Live Scan: every applicant, plus each officer, partner, owner, and RME/RMO named on the application, must complete Live Scan fingerprinting for a DOJ/FBI background check.
Workers’ compensation: CSLB currently requires C-8, C-20, C-22, C-39, and C-61/D-49 contractors to carry workers’ comp regardless of employee count. C-50 isn’t on that list, so a no-employee C-50 licensee can still file the standard exemption certificate today. Under SB 1455 (which delayed SB 216), a broader requirement covering all classifications becomes operative January 1, 2028. Separately, AB 2622 raised California’s unlicensed “handyman” exemption to $1,000 per project effective January 1, 2025 — it applies across trades but doesn’t change licensing thresholds for larger scopes.
C-50 vs. C-8, C-51, and Class A
C-50 vs. C-8 Concrete
Contractor Pathway’s C-8 guide already draws this line from the concrete side: placing or tying rebar is generally C-50 scope, though CSLB’s “incidental and supplemental” rule (16 CCR §831) lets a C-8 contractor place rebar reasonably necessary to complete their own concrete contract without a separate C-50. The reverse is narrower — C-50 covers fabricating, placing, and tying steel, not pouring or finishing concrete. Placing rebar doesn’t require pouring concrete to “complete” the C-50 scope, so a rebar-only contractor generally can’t self-perform the pour under that same incidental allowance; a C-50 firm that also wants to pour needs C-8 (or B, where applicable) as well.
C-50 vs. C-51 Structural Steel
These get confused because both involve steel, but the CCR definitions split on one question: is the steel embedded in concrete, or does it stand on its own as a structural member? Per §832.51, a C-51 contractor “fabricates and erects structural steel shapes and plates… that are or may be used as structural members for buildings and structures,” including riveting, welding, rigging, and metal roofing systems tied to that work. Rebar and mesh that reinforce a concrete pour are C-50; beams, columns, and plate steel that carry loads independent of concrete are C-51. One building can need both — C-51 for the steel frame, C-50 for the rebar in foundations, slabs, and shear walls.
C-50 and Class A General Engineering
Class A (General Engineering) covers fixed works requiring specialized engineering knowledge — bridges, dams, highways, flood control — and is subject to the same §831 incidental-and-supplemental rule, meaning a Class A contractor can self-perform rebar work genuinely incidental to their own contract. CSLB doesn’t publish a dollar or size threshold separating “incidental” from work that needs a dedicated C-50 sub; it turns on whether the reinforcing work is essential to the engineering contractor’s own scope. In practice, large infrastructure jobs (bridge decks, retaining structures, dams, levees) commonly subcontract reinforcing steel to a specialty C-50 firm given the volume involved.
Who Needs a C-50 License?
- Rebar-only concrete subcontractors who bid strictly on placing and tying steel, leaving the pour and finishing to other trades.
- Structural and seismic specialty contractors on commercial, multifamily, and public-works projects where California’s seismic design requirements dictate reinforcing detailing.
- Post-tensioning specialists laying out and stressing PT cable systems — a large enough share of the exam (19%) that CSLB treats it as its own skill set.
- Tilt-up construction specialists placing panel reinforcement for industrial and warehouse projects, heavily used in California’s Central Valley and Inland Empire.
If your business model is “we tie the steel, someone else pours it,” C-50 — not C-8 — matches your actual scope, and CSLB expects to see it on the permit and contract.
C-50 Reinforcing Steel FAQ
Can a C-50 contractor also pour the concrete?
Not under C-50 alone. Its regulatory scope (16 CCR §832.50) covers fabricating, placing, and tying reinforcing steel, not pouring, forming, or finishing concrete. A firm that wants both needs C-8 (or B, where the work qualifies) as well.
Do I need a C-50 license just to tie rebar on my own concrete job?
