Structural Steel — C-51 License Guide

A C-51 Structural Steel license is the CSLB specialty classification required to fabricate and erect the structural steel shapes and plates that form a building’s load-bearing frame — columns, beams, and the riveted, welded, or bolted connections between them — along with the rigging and metal roofing systems that go with that work. It’s defined at 16 CCR §832.51: a structural steel contractor “fabricates and erects structural steel shapes and plates, of any profile, perimeter or cross-section, that are or may be used as structural members for buildings and structures, including the riveting, welding, rigging, and metal roofing systems necessary to perform this work.” In plain terms, if a building’s skeleton is steel rather than wood, light-gauge studs, or reinforced concrete, C-51 is the classification that governs putting it up.

What a C-51 License Actually Covers

C-51 scope centers on structural members — the parts of a building that carry load — not decorative or embedded metalwork. In practice, that shows up on jobs like:

  • Steel-frame commercial building erection — setting the full structural skeleton for a retail center, office building, or industrial facility from anchored base plates up through the roof structure.
  • Multi-story structural beams and columns — hoisting and connecting wide-flange columns and beams floor by floor on a mid-rise or high-rise project.
  • Steel connections and welding — bolting and welding moment connections, shear connections, and continuity plates that transfer load between members.
  • Pre-engineered metal building erection — assembling rigid-frame steel systems, common for warehouses, agricultural buildings, and light-industrial shops.
  • Steel mezzanines and elevated platforms — fabricating and erecting secondary structural steel inside an existing building for added floor area.
  • Shop fabrication and material handling — cutting, drilling, and priming members in a fabrication shop, then loading and transporting them to the site, which CSLB treats as core C-51 work in its own right.

The C-51 Exam: What CSLB Actually Publishes

CSLB publishes a content outline for the C-51 trade exam in its official study guide, current for examinations scheduled on or after March 1, 2025. The exam is divided into five sections, each with an approximate weight CSLB itself assigns:

  • Planning and Estimating — 20% (reviewing plans and specifications, conducting site visits, coordinating with other trades, estimating equipment and material)
  • Job Preparation — 13% (developing drawings, storing material, determining placement of material)
  • Shop Fabrication — 18% (processing material, creating holes and slots, cleaning and priming members, loading and transporting material)
  • Field Erection — 25% (erecting and securing material, installing beams and trusses, installing high-strength bolts, welding and finishing joints and connections)
  • Safety — 24% (working in elevated areas, hoisting and rigging, correcting safety hazards, operating lift equipment, using personal protective equipment)

CSLB labels these figures approximate. It’s closed-book, multiple-choice with four options per question, and includes math questions with a calculator provided at the test site; CSLB’s own sample questions cover calculating the cost to galvanize steel tubing, identifying the AWS D1.1 document required alongside a Welding Procedure Specification for a non-qualified weld, and recognizing a continuity plate as the piece most associated with a moment connection. CSLB does not publish an exact question count, time limit, or passing score for C-51 on its public site — that’s disclosed at the PSI test site, so we won’t invent a number here. Prep providers commonly cite roughly 115 questions in 3.5 hours as typical across CSLB trade exams, and a pass threshold in the high-60s to low-70s percent, but treat those as industry estimates, not CSLB-confirmed figures for C-51. Every applicant must also separately pass CSLB’s Law and Business exam.

C-51 Licensing Requirements

  • Experience: Four years of journey-level experience in structural steel work within the past 10 years. Up to three of those four years can be substituted with technical training, apprenticeship training, or education related to the classification — but at least one year must be hands-on, practical experience.
  • Contractor bond: A $25,000 contractor’s bond, the amount set by SB 607 effective January 1, 2023 (up from the prior $15,000).
  • Bond of Qualifying Individual (BQI): A separate $25,000 bond when the person qualifying the license doesn’t hold an ownership interest in it.
  • Fees: A $450 nonrefundable application fee, plus an initial license fee of $200 (sole owner) or $350 (non-sole-owner), paid after passing the exam.
  • Live Scan: Fingerprinting through CSLB’s Live Scan program for qualifying individuals and, depending on entity type, other responsible parties.
  • Workers’ compensation: C-51 is not on CSLB’s short list of classifications barred from the workers’ comp exemption (C-8, C-20, C-22, C-39, and C-61/D-49). A C-51 licensee with no employees may currently file for the exemption, but under SB 1455, all licensees must carry workers’ comp starting January 1, 2028, and exemption holders must pass CSLB’s new verification process by January 1, 2027.
  • Unlicensed work threshold: Under AB 2622, effective January 1, 2025, unlicensed individuals may perform work up to $1,000 total (aggregate, labor and materials combined) without a license, provided no permit is required and no employees are hired — it’s a narrow exemption, not a substitute for a C-51 license on structural steel erection.

Because connectors work at height around suspended loads, Cal/OSHA’s Title 8 Construction Safety Orders include a dedicated steel erection standard at 8 CCR §1710: connectors working more than two stories or 30 feet above a lower level (whichever is less) must be tied off or otherwise protected, and at heights over 15 and up to 30 feet, they must be provided a personal fall arrest, positioning device, or fall restraint system and wear the equipment needed to tie off. It’s trade-specific, not generic fall-protection boilerplate, and it lines up with the 24% Safety section of the C-51 exam.

C-51 vs. the Classifications People Confuse It With

C-5 Framing and Rough Carpentry: C-5 covers wood and light-gauge metal stud framing used in most residential and light-commercial work. C-51 covers structural steel shapes and plates — hot-rolled wide-flange beams, columns, and built-up members engineered to carry building loads. A house framed with 2x lumber is C-5; a warehouse framed with structural steel columns and roof trusses is C-51, even though both get called “the frame.”

C-50 Reinforcing Steel: C-50, defined at 16 CCR §832.50, covers fabricating, placing, and tying rebar and steel mesh embedded inside concrete. C-51 covers freestanding structural steel members that are themselves the frame. Many commercial jobs need both: a C-50 contractor ties the rebar cage for a foundation or slab, and a C-51 contractor erects the steel superstructure on top of it. Rebar buried in concrete is C-50; exposed steel beams and columns are C-51.

C-23 Ornamental Metal: C-23, defined at 16 CCR §832.23, covers metalwork — including steel — for the “architectural treatment and ornamental decoration of structures,” such as railings, gates, and decorative screens. The dividing line is structural function: load-bearing steel is C-51 territory regardless of appearance; decorative or architectural trim, even in steel, is C-23.

Who Needs a C-51 License?

  • Steel erection subcontractors who bid and perform the frame-up phase on commercial and industrial projects.
  • Commercial and industrial developers or general contractors running projects designed around a structural steel frame.
  • Pre-engineered metal building installers erecting manufacturer-supplied rigid-frame systems for warehouses and light-industrial shops.
  • Structural steel fabrication shops that also send crews to erect what they fabricate, rather than handing erection to another contractor.
  • Contractors adding structural steel mezzanines, platforms, or equipment supports inside existing industrial buildings.

Frequently Asked Questions

Is a C-51 license required to erect a pre-engineered metal building?
Generally yes. Assembling and erecting the rigid-frame steel structure of a pre-engineered metal building falls within C-51’s fabricate-and-erect-structural-steel scope under 16 CCR §832.51.

Can a C-5 framing contractor legally erect structural steel?
No. C-5 covers wood and light-gauge stud framing. Structural steel shapes and plates fall under C-51, a separate classification with its own exam and requirements.

Does C-51 cover all welding on a steel structure?
It covers the welding necessary to fabricate and erect structural steel members, which is why welding inspection and certification standards (AWS D1.1) show up directly in CSLB’s published C-51 exam content.

Do I need both a C-50 and a C-51 license?
Only if your company performs both scopes. They’re separate classifications — C-50 for rebar embedded in concrete, C-51 for structural steel members — and a contractor can hold either, both, or neither depending on what work it actually self-performs.

Is the Law and Business exam required in addition to the C-51 trade exam?
Yes. Every CSLB applicant, in every classification, must pass the Law and Business exam alongside the trade exam for the classification being applied for.

How many questions are on the C-51 exam and what score do I need?
CSLB does not publish an exact question count, time limit, or passing score on its public site; you’re told the passing percentage at the test site. Treat any specific number you see elsewhere as a third-party estimate, not a CSLB-confirmed figure.

Can I substitute education or apprenticeship training for the experience requirement?
Yes, up to three of the required four years, but at least one year must be hands-on, practical journey-level experience.

Does a C-51 contractor need workers’ compensation insurance?
Not necessarily today if you have no employees, but that exemption path is closing: everyone must carry workers’ comp by January 1, 2028 under SB 1455.
