C-60 Welding Contractor License: Complete CSLB Exam Guide for 2026

A California C-60 Welding license authorizes you to cause metals to become permanently attached, joined, and fabricated using gases and electrical energy that create temperatures of sufficient heat to perform the work. That’s the classification’s exact legal scope under California Code of Regulations, Title 16, Section 832.60, authorized by Business and Professions Code Sections 7008 and 7059. C-60 is a standalone trade license for welding itself, distinct from the classifications — like C-51 Structural Steel — that include welding as one piece of a larger fabrication-and-erection scope. What a C-60 License Actually Covers

The regulation is specific: a welding contractor “causes metals to become permanently attached, joined and fabricated by the use of gases and electrical energy, which creates temperatures of sufficient heat to perform this work” (CCR Title 16 §832.60). CSLB’s own C-60 exam study guide (current for exams scheduled April 1, 2024 forward) breaks the trade into five tested content areas: Planning and Estimating (17%), Welding Preparation (22%), Welding, Brazing, and Soldering (28%), Cutting Processes (11%), and Safety (22%). In practice, C-60 scope includes:

  • Job and material preparation — reviewing plans and specifications, identifying metals, and setting up welding equipment and job sites
  • Welding, brazing, and soldering — the core joining processes across metal types, plus post-welding procedures
  • Cutting processes — setting up and operating cutting equipment, and finishing cut edges to spec
  • Standalone metal fabrication and repair — welding work performed as its own contracted scope, not as a subordinate task inside a broader structural or fabrication contract

How C-60 Differs From C-51 and C-13

C-51 Structural Steel is the classification most often confused with C-60 because welding is baked into its definition too: a structural steel contractor “fabricates and erects structural steel shapes and plates… including the riveting, welding, rigging and metal roofing systems necessary to perform this work.” The distinction is scope, not skill. A contractor whose prime contract is fabricating and erecting structural steel members for a building needs C-51, which already authorizes the welding that job requires. A contractor whose prime contract is welding itself — repair welding, fabrication work not tied to erecting structural steel, or standalone welding services — operates under C-60. Many shops that do both hold both licenses.

C-13 Fencing overlaps where ornamental iron fences, gates, rails, and similar fence-related metalwork require welding as part of the installation. That welding is within C-13’s own defined scope when the finished product is a fence, gate, guard rail, or similar fencing structure. C-60 covers welding as its own trade across metals and applications that aren’t tied to a specific structure classification like fencing.

Licensing Requirements: Experience, Bond, and Fees

Experience

CSLB requires four years of journeyman-level, foreman, supervising employee, or contractor experience in welding work within the preceding ten years, and applicants must be at least 18 years of age. Up to three of those years can come from a relevant apprenticeship or trade school, but CSLB requires at least one full year of verifiable hands-on field experience. Claimed experience must be documented (wage records, tax forms, employer certification) per California Code of Regulations §824.

Bond and Fees

Every active license needs a $25,000 contractor’s bond on file (Business and Professions Code §7071.6, raised from $15,000 by Senate Bill 607, effective January 1, 2023 — still current in 2026). If your Responsible Managing Employee holds less than 10% ownership, or you use an RMO arrangement, CSLB also requires a separate $25,000 Bond of a Qualifying Individual.

The application fee is $450 (single classification, non-refundable regardless of outcome). After passing, the initial license fee is $200 for a sole owner or $350 for any other entity, covering the first two-year period; renewal is $450 every two years after that. Workers’ Compensation

Senate Bill 1455 pushed the requirement for every California licensee to carry workers’ comp regardless of employee count back to January 1, 2028. As of 2026, only five classifications are barred from filing a no-employee exemption: C-8 Concrete, C-20 HVAC, C-22 Asbestos Abatement, C-39 Roofing, and C-61/D-49 Tree Service. C-60 isn’t on that list, so a solo C-60 operator with no employees can still file the standard exemption — for now.

The C-60 Trade Exam

The C-60 exam is a separate, closed-book, computer-based test administered through PSI, distinct from the required Law and Business exam every applicant also takes. Per CSLB’s own study guide (current for exams scheduled April 1, 2024 forward), it’s multiple-choice with four options per question, one best answer, no penalty for guessing, and a calculator is provided for the math-based estimating questions. Who Needs a C-60 License?

Standalone welding and fabrication shops, mobile welding and repair services, metal fabricators whose contracts are welding-specific rather than tied to structural steel erection, and contractors who want to bid welding-only scope without holding C-51 or another broader metals classification. It’s also common for contractors who already hold a metals-related license — C-51 Structural Steel or C-13 Fencing — to add C-60 so they can legally take welding-only side work outside their primary classification’s defined scope.

Frequently Asked Questions

Do I need C-51 or C-60 to weld structural steel on a jobsite?

It depends on your prime scope. If you’re fabricating and erecting structural steel members, C-51 already authorizes the necessary welding. If your contract is welding-only — not erecting the structural steel itself — C-60 is the applicable classification.

Does welding an ornamental iron fence require C-60 or C-13?

C-13 Fencing covers welding performed as part of fence, gate, and rail installation. C-60 applies when welding is the standalone trade, not subordinate to a fencing contract.

Does C-60 cover brazing and soldering, or just welding?
