How California contractor licensing works

California contractors are licensed by the Contractors State License Board (CSLB). Every applicant takes two exams: the Law & Business exam (required for all classifications) and a trade exam for the specific classification. Both are closed-book, computer-based exams delivered by PSI, and the passing score is 72%. A four-year experience requirement and a contractor bond apply. Always confirm current requirements on the CSLB website before applying.

When do you need a California contractor license?

In California you must be licensed by the CSLB to bid or perform any construction work where the combined labor and material cost is $500 or more. Working unlicensed above that threshold is a misdemeanor and bars you from using the courts to collect payment, so the license is the foundation of a legitimate California construction business. Confirm the current threshold and rules on the CSLB website before you bid.

California requirements at a glance

  • Experience: at least four years of journey-level (or equivalent) experience in your classification within the last ten years.
  • Exams: the Law & Business exam plus your trade exam — both closed-book, computer-based, delivered by PSI, passing at 72%.
  • Asbestos open-book exam: a short open-book exam taken as part of the application process.
  • Bond & insurance: a contractor’s bond is required (confirm the current amount with CSLB), plus workers’ compensation insurance if you have employees.
  • Renewal: the license renews on a two-year cycle.

California classifications we cover

  • A — General Engineering and B — General Building (the two general classifications).
  • All C-XX specialties — C-10 Electrical, C-36 Plumbing, C-20 HVAC, C-39 Roofing, C-33 Painting, C-27 Landscaping, C-8 Concrete, C-46 Solar, and the rest of the 40+ specialty trades.
  • Law & Business — included free with every classification.
  • Each course includes a topic-by-topic study guide and four full-length practice exams with detailed answer explanations, matched to the CSLB Examination Outline.

How to pass on the first try

  1. Pick your classification and study both the Law & Business and trade topic areas.
  2. Focus on the topics weighted heaviest on the CSLB Examination Outline.
  3. Take all four timed practice exams and review every explanation until you consistently score above 72%.
  4. Confirm your experience documentation and application with the CSLB, then schedule with PSI.

California contractor exam — FAQ

Who licenses contractors in California?
The Contractors State License Board (CSLB).

How many exams do I take?
Two — the Law & Business exam plus a trade exam for your classification.

What score do I need?
72% on each exam; both are closed-book, computer-based, delivered by PSI.

Which classifications do you cover?
All 45 — A, B, and every C-XX specialty.

Do I need a license for small jobs?
A CSLB license is required whenever the total cost of labor and materials is $500 or more. Below that, the limited “handyman” exemption may apply — confirm with CSLB.

How much experience do I need?
Generally four years of journey-level experience in your classification within the past ten years.

How often do I renew?
California contractor licenses renew every two years.

How hard is the California contractor exam?
It is a serious, closed-book exam: you must score at least 72% on both the Law & Business exam and your trade exam, with no notes or reference materials allowed. Many first-time takers underestimate the Law & Business portion (contracts, lien law, employment, safety, and business finance) because it is not part of day-to-day trade work. The most reliable way to pass is to study the topics in the proportions shown on the CSLB Examination Outline and to take full-length timed practice exams until you consistently clear 72%.

How many questions are on the exam and how long does it take?
The Law & Business exam is a multiple-choice exam of roughly 115 scored questions, and each trade exam is a similar-length multiple-choice exam; both are taken at a PSI test center with a set time limit per exam. Confirm the current question count and time limit for your specific classification on the CSLB/PSI Candidate Information Bulletin before your exam date.

What happens if I fail an exam?
You can retake it. CSLB lets you reschedule the failed exam through PSI after a short waiting period and payment of the rescheduling fee — you do not restart the entire application. Reviewing exactly which topic areas you missed and re-drilling those sections is the fastest path to passing the retake.

How long does it take to get a California contractor license?
Plan for several weeks to a few months end-to-end: CSLB application processing, scheduling and passing both exams, fingerprinting/background check, and posting your bond. Studying efficiently and passing on the first attempt is the single biggest factor you control in shortening that timeline.

How much does it cost to get licensed?
Budget for the CSLB application and initial license fees, the exam/PSI fees, fingerprinting, and a contractor’s bond. CSLB sets the official fee amounts and updates them periodically, so confirm the current figures on the CSLB website. Our exam-prep courses are a separate, one-time cost ($99–$169 per classification, with Law & Business prep included).

Are practice exams worth it for the CSLB exam?
Yes. Because the exam is closed-book and weighted by the CSLB Examination Outline, repeated full-length timed practice — with a written explanation for every answer — is the most effective way to find and fix weak topic areas before test day. That is exactly how our California courses are built.
