How California contractor licensing works

California contractors are licensed by the Contractors State License Board (CSLB). Every applicant takes two exams: the Law & Business exam (required for all classifications) and a trade exam for the specific classification. Both are closed-book, computer-based exams delivered by PSI, CSLB does not print a passing percentage in the study guide. A four-year experience requirement and a contractor bond apply. When do you need a California contractor license?

In California you must be licensed by the CSLB to bid or perform any construction work where the combined labor and material cost is $500 or more. Working unlicensed above that threshold is a misdemeanor and bars you from using the courts to collect payment, so the license is the foundation of a legitimate California construction business. How to get licensed in California

California licenses through the Contractors State License Board (CSLB). The gate is experience, not schooling — but that experience must be at journey level and it must be independently verified by someone who watched you do the work.

1. Four years at journey level, in the class you want. You must have at least four years of experience in the classification you are applying for. Credit is given only for experience at journey level or as a foreman, supervising employee, contractor or owner-builder. Time as a trainee, helper, labourer, assistant or apprentice does not count.
2. Know how CSLB defines each role. A journeyman is a fully qualified, experienced worker able to perform the trade without supervision, or someone who has completed an apprenticeship. A foreman or supervising employee has journeyman knowledge and directly supervises physical construction. An owner-builder must submit a Construction Project Experience form for each project.
3. Your experience must be certified by a firsthand witness. Every experience claim must be verified by a qualified and responsible person — an employer, contractor, foreman or supervisor, fellow employee, other journeyman, union representative, building inspector, architect or engineer — who has firsthand knowledge of your work and completes the certification portion of the application.
4. There is no education requirement — but education buys time. You do not have to meet any education requirement to qualify. You may, however, receive credit of up to three years for technical training, apprenticeship training or education toward the four-year requirement — provided at least one year is practical experience. CSLB grants one and a half years for an A.A. in building or construction management, and two years for a four-year degree in accounting, architecture (B — General Building only), business, economics, mathematics, physics or areas related to the trade.
5. Post the $25,000 bond. The contractor bond must be in the amount of $25,000 and must be in place before CSLB can issue an active licence, reactivate an inactive licence, or renew an active licence. A Bond of Qualifying Individual, where applicable, is a further $25,000.
6. Don’t forget the asbestos open-book exam. All new licence applicants must complete the asbestos open book examination, and the examination and verification form must be submitted to CSLB prior to licensure. It is separate from your trade and Law and Business papers.
7. Budget the issuance fee. The initial licensing fee is $200 for a sole owner and $350 for a non-sole owner, payable at issuance.

How hard is the California contractor exam?
It is a serious, closed-book exam: CSLB does not print a passing percentage for the Law & Business exam or the trade exam, with no notes or reference materials allowed. Many first-time takers underestimate the Law & Business portion (contracts, lien law, employment, safety, and business finance) because it is not part of day-to-day trade work. The most reliable way to pass is to study the topics in the proportions shown on the CSLB Examination Outline and to take full-length timed practice exams until you can explain the ones you miss.

How many questions are on the exam and how long does it take?
CSLB gives 3.5 hours for each examination. The Law and Business study guide does not print a question count or a passing percentage. Trade exams differ by classification. Confirm the current study guide on cslb.ca.gov before you sit. What happens if I fail an exam?
You can retake it. CSLB lets you reschedule the failed exam through PSI after a short waiting period and payment of the rescheduling fee — you do not restart the entire application. Reviewing exactly which topic areas you missed and re-drilling those sections is the fastest path to passing the retake.

How long does it take to get a California contractor license?
Plan for several weeks to a few months end-to-end: CSLB application processing, scheduling and passing both exams, fingerprinting/background check, and posting your bond. Studying efficiently and passing on the first attempt is the single biggest factor you control in shortening that timeline.

How much does it cost to get licensed?
Budget for the CSLB application and initial license fees, the exam/PSI fees, fingerprinting, and a contractor’s bond. CSLB sets the official fee amounts and updates them periodically, so confirm the current figures on the CSLB website.
