A C-15 Flooring and Floor Covering license (16 CCR §832.15) covers surface prep and installation of carpet, resilient sheet and tile flooring (vinyl/LVP), laminate, wood flooring, and rubber or synthetic sports flooring — essentially every flooring material except ceramic, porcelain, and stone tile, which fall under the separate C-54 classification. What does a C-15 Flooring contractor license cover?
A C-15 contractor prepares surfaces for flooring and installs carpet, resilient sheet goods, resilient tile, wood floors and flooring (including finishing and repair), and other flooring and floor-covering materials. (Source: 16 CCR Section 832.15.)
Does C-15 cover ceramic tile installation?
No — ceramic tile is explicitly excluded from the C-15 classification; tile work falls under the separate C-54 Ceramic and Mosaic Tile classification. (Source: 16 CCR Section 832.15.)
Does C-15 cover hardwood floor refinishing?

How many hours do I get for the trade exam, and what score do I need?
CSLB allows 3.5 hours per closed-book, PSI-administered exam. CSLB does not publish an exact passing percentage — it sets a criteria-referenced passing standard per exam form and reports pass/fail only, not a numeric score. (Source: CSLB Examination FAQ.)
