A California C-28 Lock and Security Equipment contractor license lets you install, maintain, and repair locks, doors, and access-control systems for hire. It requires passing CSLB’s C-28 trade exam and the Law & Business exam, plus at least four years of qualifying lock-and-security experience.

A lock and security equipment contractor evaluates, sets up, installs, maintains, and repairs doors and door assemblies, gates, locks and locking devices, and panic and fire-rated exit devices, including master key systems, security doors, and card-activated and electronic access control systems — excluding fire alarm systems.
