A C-34 Pipeline license is CSLB’s classification for fabricating and installing pipelines that convey water, gas, petroleum, or other fluids outside a building’s envelope, including the trenching, boring, and paving needed to place them — codified at 16 CCR §832.34. Read the complete C-34 exam guide for requirements and exam structure.
Pipeline work genuinely overlaps several classifications, and CSLB has documented the boundaries in writing: a C-34 license generally bundles the earthwork (trenching, boring, backfilling) needed for its own pipelines without requiring a separate C-12 Earthwork license, while Class A General Engineering (B&P Code §7056) overlaps C-34 at the largest-scale utility and municipal pipeline projects.
