How to get licensed in Delaware
Delaware licenses through the Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners, part of the Division of Professional Regulation, under 24 Del. C. ch. 18. The Board issues master licences — there is no separate journeyman licence to hold.
- Two routes, and the gap between them is five years. With a Journeyman Certificate from a federally approved apprenticeship programme, you submit the certificate of completion plus proof of at least two years of work experience under a master licensee. Without that certificate you must show at least seven years under a master licensee. Completing the apprenticeship is worth five years.
- Know which licences exist. The Board issues master plumber, master HVACR and master restricted HVACR licences; a restricted licence limits practice to a specialty such as air conditioning.
- 70% to pass, and three attempts. Examinations are delivered by Prov, with ABC Delaware handling the “apprenticeship bypass” examination. You need a minimum score of 70%. Fail three times and you must reapply as a new applicant and obtain the Board’s approval before testing again.
- Continuing education is Board-approved only. All continuing education must be approved by the Board to count toward renewal — Regulation 5.0 was updated to clarify the requirements taking effect for the 2026 renewal, so check the current rule before booking a course.

Does Delaware require a contractor exam?
Not for general contractors – Delaware contractors register with the Department of Labor and obtain a business license from the Division of Revenue, with no trade exam. The specialty trades are licensed by examination.
Which Delaware trades require an exam?
Electrical (through the Board of Electrical Examiners), plumbing, and HVAC (Master HVACR) – each requires passing a board exam, with a 70% passing score for plumbing and HVAC.
What is the Delaware apprenticeship by-pass exam?
Plumbing and HVAC applicants without a journeyman certificate must first pass an Apprenticeship By-Pass Exam (70% minimum) through Delaware apprenticeship schools before they can sit for the master exam.
