Arizona B-1 General Commercial Contractor licensing, explained

About the Arizona B-1 General Commercial Contractor license

Arizona licenses contractors through the Arizona Registrar of Contractors (ROC) under ARS Title 32, Chapter 10. The B-1 General Commercial Contractor authorizes commercial and certain industrial/heavy building work. A general contractor enters into the prime contract, pulls the building permit, and is responsible for the whole project — scheduling and coordinating the subcontractors and trades, means and methods, jobsite safety, and delivering work that passes inspection and meets the contract.

In Arizona a contractor license is required when the contract for labor and materials exceeds $1,000, or when a building permit is required regardless of the contract amount; small jobs at or under that handyman threshold (and not requiring a permit) are exempt. Your technical exam is built on building codes and standards as adopted by Arizona/local jurisdictions (the IBC governs commercial work; confirm the edition and the full reference list on the PSI bulletin). Know these scope facts cold: the license is held by the entity through a qualifying party; most work requires a permit and inspections at defined milestones (footing, foundation, framing, rough trades, insulation, final); you must work within the classification and monetary limits you hold; and unlicensed or out-of-scope contracting is a violation that can void contracts, forfeit the right to sue for or collect payment (ARS 32-1153), and carry penalties.

How Arizona licensing works

  • Experience: the qualifying party must document at least four years of trade experience (within the last ten years) running or supervising construction in the classification; technical training can substitute for part of it.
  • License bond: Arizona requires a contractor's license bond sized to your license class and estimated annual volume (commonly $5,000 up to $100,000 for commercial general classes, scaled to your anticipated annual gross volume — confirm current amounts with the ROC), plus general-liability and, if you have employees, workers' compensation insurance.
  • Recovery fund: Arizona's Residential Contractors' Recovery Fund (ARS 32-1132) protects only owner-occupants of residential property (up to $30,000 per residence); it does not cover commercial work, subcontractors, suppliers, or laborers — a frequently tested point.
  • Application: submit the application, fees, experience and qualifying-party documents, the bond, and entity documents before you are approved to test.
  • Exams: the trade exam is administered by PSI — for B-1 you may elect either the AZ ROC General Commercial exam or the NASCLA Accredited Commercial General Building exam. You must also pass the separate Statutes and Rules Exam (SRE), an online Arizona statutes-and-rules training course and exam administered through the ROC (not PSI). Passing score is 70 percent on each; the B-1 ROC trade exam is 100 questions / 240 minutes, open book — confirm current cut scores, counts, and time limits on the PSI bulletin.
  • Renewal: licenses renew on a biennial (two-year) cycle and require keeping the bond and insurance current.
