Colorado Journeyman Plumber licensing, explained

About the Colorado Journeyman Plumber license

Colorado licenses plumbers through the Colorado State Plumbing Board, within the Department of Regulatory Agencies (DORA) Division of Professions and Occupations. There is no separate apprentice license — apprentices register with DORA and must work under the direct supervision of a licensed residential, journeyman, or master plumber. You earn the Journeyman Plumber license by documenting 4 years (6,800 hours) of practical plumbing experience, verified by an Affidavit of Experience from your employer(s), and passing the trade exam.

Colorado is an IPC state, not a UPC state: your exam is built on the 2021 International Plumbing Code (IPC) and the 2021 International Residential Code (IRC) for one- and two-family dwellings, per PSI's current Colorado candidate bulletin. The exam is written to that base ICC text, not to Colorado's state amendments in the Colorado Plumbing Code (3 CCR 720-1) — so a locally amended value you know from the field may not match the tested answer. The bulletin read on October 8, 2026 already names those 2021 editions through October 31, 2026.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Colorado licensing works

  • Experience: 4 years (6,800 hours) of documented practical plumbing experience, verified by an Affidavit of Experience from your employer(s); the master license requires additional experience as a licensed journeyman on top of that.
  • Apprentices: no separate apprentice license — register with DORA within 30 days of starting plumbing work and work only under a licensed residential, journeyman, or master plumber.
  • Application: submit the application, fees, and proof of experience before you are approved to sit for the exam.
  • Exam: PSI administers the Journeyman exam as 100 scored questions in 240 minutes (plus up to 10 unscored pretest questions and 30 extra minutes), with a passing score of 70 percent (70 of 100). The heaviest-weighted content areas are sanitary drainage (20 questions) and venting (18) — that bulletin prints 100 scored items, 240 minutes, and 70 percent, and the fee is $78.
  • Renewal: licenses renew on a two-year cycle and require 8 hours of continuing education each year of the cycle (16 hours total), including at least 4 code-related hours every 24 months. If you were just licensed by exam, CE isn't required until your first renewal.
