Colorado Master Plumber licensing, explained

About the Colorado Master Plumber license

Colorado licenses plumbers through the Colorado State Plumbing Board, part of the Department of Regulatory Agencies (DORA) Division of Professions and Occupations. The Master Plumber is the senior plumbing credential, requiring the most documented practical experience of Colorado's plumbing tiers and passing the most demanding of the three exams, which adds system design, sizing, and code-administration content. Colorado's published prerequisites are stated in cumulative experience hours rather than requiring you to already hold a lower license first, though most master candidates have progressed through the residential and journeyworker tiers along the way — confirm the exact prerequisite path on the DORA site before you apply. A master may design plumbing systems, pull permits, supervise journeyworkers and apprentices, and serve as the qualifying individual for a licensed plumbing contractor.

Your exam is built on the International Plumbing Code (IPC) as adopted by Colorado — currently the 2021 edition (Colorado has been in an active code-adoption rulemaking cycle, so confirm the edition in effect on your test date via the PSI candidate bulletin). Some other states instead adopt the Uniform Plumbing Code (UPC) published by IAPMO; the two model codes agree on the physics but differ in tables, fixture-unit values, and some sizing methods. Colorado uses the IPC, not the UPC — if you trained or worked in a UPC state, don't carry those table values into this exam.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Colorado licensing works

  • Experience: documented practical experience hours, per DORA's published thresholds — Residential Plumber: 2 years / 3,400 hours; Journeyworker Plumber: 4 years / 6,800 hours; Master Plumber: 5 years / 8,500 hours.
  • Education: approved instruction hours or completion of an approved apprenticeship program.
  • Application: submit the application, fees, and proof of experience (often signed off by a master plumber or employer) before you are approved to sit.
  • Exam vendor: PSI Services. The current PSI candidate information bulletin lists a 70 percent passing score across all three exam tiers — residential, journeyworker, and master (DORA's own program page has at times cited 75 percent for the master exam, so treat the live PSI bulletin as the operative source and confirm the exact cut score, question count, and time limit there before you test). The Master exam's content outline is purely technical (water supply, DWV, vents, fixtures, water heaters, gas, backflow, isometrics) — it does not add a separate business-and-law portion.
  • Renewal: licenses renew on a 2-year (biennial) cycle and require 8 continuing-education hours per year (16 per cycle), with at least 4 hours per cycle code-related; keep CE records for 6 years.
