Florida Certified Air Conditioning Contractor licensing, explained

About the Florida Certified Air Conditioning Contractor license

Florida licenses mechanical (HVAC/R) tradespeople through the Department of Business and Professional Regulation's Construction Industry Licensing Board (CILB). The Certified Air Conditioning Contractor license authorizes you to contract for heating, ventilation, air-conditioning, and refrigeration work statewide. You earn it by meeting the statutory experience-and-education requirement and passing the trade and business exams.

The code books this Air A list lets you carry are the Florida Building Code, Mechanical, 2023, and the Florida Building Code, Energy Conservation, 2023. The Mechanical volume is Florida’s ICC-based book, not the Uniform Mechanical Code. The Florida Building Code, Fuel Gas, is not on this reference list. Do not plan to look up a fuel-gas table in the room. EPA Section 608 is still tested as refrigerant law. It is not a seventh code book on the desk.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in and final); you must work within the classification you hold; and unlicensed or out-of-scope work is a violation that can cost the license and carry penalties. The mechanical code exists to deliver safe combustion and venting, adequate ventilation, and safe refrigeration — the exam keeps returning to those safety purposes.

How Florida licensing works

  • Experience and education (F.S. 489.111): at least four years of active, verifiable experience in the trade at the level of a skilled worker or foreman — or a combination of at least one year of foreman-level experience plus up to three years of credit for accredited college-level coursework.
  • Certified vs. registered: this course is the state-certified Class A trade exam. Class B is a different paper. Section 489.105 limits Class B to 25 tons of cooling and 500,000 Btu of heating in any one system. A registered license is local and is not this exam.
  • EPA certification: handling refrigerant requires federal EPA Section 608 certification (Type I, II, III, or Universal) — separate from the state license but required before you can legally open a refrigerant circuit.
  • Financial responsibility and insurance: the application requires a satisfactory personal credit report, proof of general liability insurance, and a criminal background check.
  • Application: submit the application, fees, and proof of experience to the DBPR through its testing administrator, Professional Testing, Inc., before you are approved to sit.
  • Exam: administered by Pearson VUE as an open-book, computer-based test. You must pass Business and Finance (120 scored questions, 6.5 hours) and this Class A trade exam (130 scored questions, 7.5 hours). Class B trade is the other line: 80 scored questions, 5 hours. The July 2024 booklet sets the construction passing score at 70 percent, and it does not round the percentage up.
  • Renewal: certified licenses renew every two years (expiring August 31 of even-numbered years) and require 14 hours of continuing education per cycle (16 hours in Miami-Dade County), including required hours on Florida Building Code updates, workers' compensation, and business practices.
