Florida Certified Plumbing Contractor licensing, explained

About the Florida Certified Plumbing Contractor license

Florida licenses plumbing contractors through the Construction Industry Licensing Board (CILB), part of the Department of Business and Professional Regulation (DBPR), under Chapter 489, Florida Statutes. Florida's system is not a journeyman-to-master trade ladder — the Certified Plumbing Contractor license is a standalone, statewide contractor license you qualify for directly through documented experience (or an approved education/experience combination) plus two required exams. A Certified Plumbing Contractor may design and install plumbing systems, pull permits, and serve as the qualifying agent for a licensed plumbing contracting business anywhere in the state. (Florida also has a separate Registered plumbing contractor license, issued and recognized only at the local/county level — narrower in scope than the statewide Certified license.)

The plumbing code in the room is the 2023 Florida Building Code, Plumbing. It is the Florida book, not a raw International Plumbing Code reprint and not the Uniform Plumbing Code. Those model codes agree on some of the physics and disagree on tables, fixture-unit values, and some sizing methods. A Uniform Plumbing Code number is the wrong number on this paper.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Florida licensing works

  • Experience: CILB recognizes several documented experience/education pathways to reach a required 4 years — for example, 4 years as a worker/foreman (with at least 1 year as foreman), or an approved construction-related college degree credited toward up to 3 of the 4 years combined with at least 1 year of hands-on foreman/supervisory experience. Confirm the current pathway options and documentation rules on the CILB application.
  • Education: an approved construction-related degree can substitute for part of the experience requirement — it does not remove the minimum hands-on foreman/supervisory time.
  • Application: submit the application, fees, and proof of experience (often signed off by a licensed contractor or employer) before you are approved to sit.
  • Exam vendor: Professional Testing, Inc. registers, develops, and scores the plumbing trade exam. The trade exam is paper and pencil. Pearson VUE is not the vendor for that paper. The booklet names Pearson VUE only for examination review. Business and Finance is a separate exam, and a candidate who already passed it for another category may be exempt. PSI is not the vendor. There is no separate master tier on this bulletin.
  • Renewal: licenses renew on a fixed cycle and usually require continuing education, including code-update hours when a new code edition is adopted.
