Florida Certified Residential Contractor (CRC) licensing, explained

About the Florida Certified Residential Contractor license

Florida licenses contractors through the Construction Industry Licensing Board (CILB), within the Department of Business and Professional Regulation (DBPR). The Certified Residential Contractor (CRC) scope is set by FS 489.105(3)(c): construction, remodeling, repair, or improvement of one-, two-, or three-family residences not exceeding two habitable stories above no more than one uninhabitable story, plus accessory use structures in connection with those residences. A "certified" license is valid statewide. A residential contractor enters into the prime contract, pulls the building permit, and is responsible for the whole project — scheduling and coordinating the subcontractors and trades, means and methods, jobsite safety, and delivering work that passes inspection and meets the contract.

Your technical exam is built on the Florida Building Code — Residential (FBC-R), Florida's IRC-based residential code (confirm the edition and the full reference list on the bulletin). Florida adds statewide wind-load design to ASCE 7 and, in South Florida (Miami-Dade and Broward), the High-Velocity Hurricane Zone (HVHZ) provisions — product approvals, impact-resistant or shuttered openings, and enhanced roof and connection requirements. Know these scope facts cold: the license is held by the qualifying individual/entity; most work requires a permit and inspections at defined milestones (footing, foundation, framing, rough trades, insulation, final); you must work within the classification you hold; and unlicensed or out-of-scope contracting is a violation that can void contracts, forfeit the right to collect payment, and carry penalties.

How Florida licensing works

  • Experience: Florida requires 4 years of proven construction experience (or a board-accepted combination of college-level education and experience) in the category applied for, at least one year of which must be in a supervisory (foreman or supervisor) role, verified by an affidavit from a qualifying party.
  • Financial responsibility: Florida requires proof of financial stability (a credit report and FICO score, with a bond or escrow if the score is below the threshold) plus general liability and workers' compensation insurance.
  • Application: submit the DBPR application, fees, experience verification, credit/financial documents, and entity documents before you are approved to sit.
  • Exam vendor: the exams are developed, administered, and scored by Professional Testing, Inc. (floridaexam.com) under contract with the DBPR Bureau of Education and Testing — you register directly with Professional Testing. The Florida CRC candidate must pass three separate open-book exams, each requiring a minimum score of 70%: Business & Finance (about 120 questions), Contract Administration (about 45 questions), and Project Management (about 45 questions). The Business & Finance part is a computer-based test scheduled through Pearson VUE test centers; confirm the current parts, cut scores, question counts, and time limits on the candidate information booklet.
  • Renewal: licenses renew on a fixed cycle and require continuing education and keeping the insurance current.
