Idaho Journeyman HVAC licensing, explained

About the Idaho Journeyman HVAC license

Idaho licenses mechanical (HVAC/R) tradespeople through the Idaho Division of Occupational and Professional Licenses. The Journeyman HVAC authorizes you to perform heating, ventilation, air-conditioning, and refrigeration work, generally under a licensed mechanical contractor. You earn it by meeting the experience-and-education requirement — documented field hours plus approved instruction or an approved apprenticeship — and passing the trade exam.

PSI bulletin 12220, effective 9 July 2026, builds this exam on two books only: the 2018 International Mechanical Code and the 2018 International Fuel Gas Code. Idaho's field rule, IDAPA 24.39.70.600, also adopts those 2018 editions, with the amendments and appendices the rule names. The amendments are not a third book in the exam room. The energy code and EPA Section 608 are not on this book list. Idaho uses the IMC, not the Uniform Mechanical Code, so ignore UMC-only tables.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in and final); you must work within the classification you hold; and unlicensed or out-of-scope work is a violation that can cost the license and carry penalties. The mechanical code exists to deliver safe combustion and venting, adequate ventilation, and safe refrigeration — the exam keeps returning to those safety purposes.

How Idaho licensing works

  • Experience — two pathways: (1) the apprenticeship pathway — 576 hours of Board-approved apprenticeship instruction plus 8,000 hours of supervised HVAC installation work under an active Idaho HVAC Apprentice Registration; or (2) the work-experience pathway — 16,000 hours of supervised HVAC installation work with no school requirement. Both pathways require passing the Board's exam. The rule's examination subsection lets you sit after the 576-hour course or after the 16,000 hours. Lab time in the board-approved course may count toward the 8,000 hours. Do not add an application deadline this rule does not print.
  • Specialty Journeyman: a separate, narrower certificate — not a general ACR credential — limited to installing hearth appliances and non-duct-connected oil furnaces plus their dedicated fuel-gas piping and venting (no plumbing, electrical, or ductwork). It requires 2,000 hours of specialty-related experience plus either a Board exam or 60 hours of fuel-gas code and piping-installation education.
  • EPA certification: handling refrigerant requires federal EPA Section 608 certification (Type I, II, III, or Universal) — separate from the state license but often expected.
  • Application: submit the application, fees, and proof of experience before you are approved to sit.
  • Exam vendor: PSI. The passing score is 70 percent — confirm the current cut score, question count, and time limit on the PSI candidate bulletin. The bulletin outline is the 2018 IMC and IFGC chapters only. Statutes and IDAPA are the license and the field code, not a scored block on this paper.
  • Renewal: confirm the certificate term, the renewal fee, and any continuing-education rule on the current DOPL schedule. This guide does not invent them. The PSI exam fee on the bulletin is $75 and is not the license fee.

This is the opening of the full study guide. The complete guide continues into code navigation, worked calculations and solved exam questions.
