Minnesota Master Plumber licensing, explained

About the Minnesota Master Plumber license

Minnesota licenses plumbers through the Department of Labor and Industry (DLI), based on licensing rules the Minnesota Plumbing Board adopts. The Master Plumber is the senior plumbing credential. It generally requires you to first hold a journeyman plumber license, accumulate additional documented experience as a licensed journeyman, and pass a more demanding exam that adds system design, sizing, code administration, and often business-and-law content. A master may design plumbing systems, pull permits, supervise journeymen and apprentices, and serve as the qualifying individual for a licensed plumbing contractor.

Your exam is built on the Uniform Plumbing Code (UPC) as adopted by Minnesota (confirm the exact edition on the bulletin — the exam is written to the adopted edition, not necessarily the newest). The two model codes — the Uniform Plumbing Code (UPC) published by IAPMO and the International Plumbing Code (IPC) published by the ICC — agree on the physics but differ in tables, fixture-unit values, and some sizing methods, so always work from the one your state adopted.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Minnesota licensing works

  • Experience: documented hours in the trade (apprentice and journeyman time); the master license requires journeyman time on top of the base requirement.
  • Education: approved instruction hours or completion of an approved apprenticeship program.
  • Application: submit the application, fees, and proof of experience (often signed off by a master plumber or employer) before you are approved to sit.
  • Exam: Minnesota's plumbing exams are administered directly by DLI — not a third-party testing vendor — scheduled through DLI's online licensing portal and given at DLI's St. Paul office plus regional testing sites around the state. All plumbing exams run 5.5 hours. The passing score is commonly 70 percent — confirm the current cut score, question count, and time limit on the candidate information bulletin.
  • Renewal: licenses renew on a fixed cycle and usually require continuing education, including code-update hours when a new code edition is adopted.
