Ohio Plumbing Contractor licensing, explained

About the Ohio Plumbing license

Ohio licenses commercial plumbing contractors through the Ohio Construction Industry Licensing Board (OCILB), part of the Ohio Department of Commerce's Division of Industrial Compliance. Ohio does not issue state-level journeyman or master plumber licenses — the state credential is a single Plumbing Contractor license, held by the individual who takes responsibility for the licensed work (some cities layer on their own local journeyman/master registrations — check your local building department separately). You qualify with at least five years of verified experience as a plumbing tradesperson (three years for a registered professional engineer) and by passing the required exams.

Your exam is built on the International Plumbing Code (IPC) as adopted by Ohio — the current Ohio Plumbing Code is the 2024 edition, based on the 2021 IPC with state amendments, effective March 1, 2024 (confirm the exact edition on the bulletin, since code editions change over time and the exam is written to the adopted edition, not necessarily the newest). The two model codes — the Uniform Plumbing Code (UPC) published by IAPMO and the International Plumbing Code (IPC) published by the ICC — agree on the physics but differ in tables, fixture-unit values, and some sizing methods, so always work from the one your state adopted.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Ohio licensing works

  • Experience: at least five years of verified work experience as a plumbing tradesperson immediately prior to applying (three years for a registered professional engineer).
  • Application: submit the OCILB application, fees, and proof of experience before you are approved to sit for the exams.
  • Exams: two exams, both administered by PSI and both requiring a 70 percent passing score — the open-book Plumbing Contractor exam (100 scored questions, 70 percent, 4 hours, plus 1 pretest item that is not scored) and the open-book Ohio Business and Law exam (50 scored questions, 70 percent, 2 hours, plus 5 pretest items). PSI bulletin 1734, updated February 7, 2024, sets the fee at 69 dollars. The pretest minute counts. The tutorial, up to 15 minutes, does not.
  • Insurance: a minimum of $500,000 in contractor liability insurance is required to hold the license.
  • Renewal: continuing education is required at renewal — ten classroom hours each year under Ohio Administrative Code 4101:16-2-08. A plumbing-only licensee takes those ten hours in a course any specialty section has approved. Ten hours in one calendar day is the credit cap in that rule. The old 8-hour and 24-hour cycle story is not this rule.
