Oregon Plumbing Contractor licensing, explained

About the Oregon Plumbing Contractor license

Oregon licenses plumbers through the Oregon Building Codes Division (BCD). On the individual side, plumbers advance from Apprentice to Journeyman Plumber — the core trade license, earned through documented apprenticeship hours plus a passing exam score — and then, for advanced scope, to Supervising Plumber: a credential issued only to a journeyman who demonstrates competency in supervising plumbing work and in plumbing law, rule, and code administration (ORS 693.095). A Supervising Plumber may design plumbing systems, pull permits, supervise journeymen and apprentices, and serve as the required qualifying individual for a licensed plumbing business. Oregon's Plumbing Contractor license, by contrast, is a separate business-entity credential, not an advanced individual trade license: it authorizes a company to offer plumbing work to the public and requires the business to keep at least one licensed Supervising Plumber on record at all times, plus a current surety bond and general liability insurance (ORS 693.030). The system-design, sizing, and code-administration content in this guide is the Supervising Plumber-level trade material — confirm on your BCD letter of qualification exactly which license and exam you are sitting for.

Your exam is built on the Uniform Plumbing Code (UPC) as adopted by Oregon (confirm the exact edition on the bulletin — the exam is written to the adopted edition, not necessarily the newest). The two model codes — the Uniform Plumbing Code (UPC) published by IAPMO and the International Plumbing Code (IPC) published by the ICC — agree on the physics but differ in tables, fixture-unit values, and some sizing methods, so always work from the OPSC edition on your approved-materials list, not from an IPC table.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Oregon licensing works

  • Experience: documented hours in the trade as an apprentice, then as a journeyman; the Supervising Plumber credential requires additional journeyman-level time and demonstrated supervisory competency on top of the journeyman base.
  • Education: approved instruction hours or completion of an approved apprenticeship program.
  • Application: submit the application, fees, and proof of experience (often signed off by a Supervising Plumber or employer) before you are approved to sit.
  • Exam: BCD-listed exam locations grade through BCD (not PSI). All BCD licensing exams pass at 75 percent. The Journeyman Plumber paper this course models is 64 questions / 4 hours / open OPSC (SOS License Directory 2/6/2026). The separate Plumbing Business (PB) certificate has no exam (SOS 2/11/2026); it needs SOS registration, an active CCB license, and a full-time signing supervisor.
  • Renewal: licenses renew on a fixed cycle and usually require continuing education, including code-update hours when a new code edition is adopted.

This is the opening of the full study guide. The complete guide continues into code navigation, worked calculations and solved exam questions.
