Rhode Island Master Plumber licensing, explained

About the Rhode Island Master Plumber license

Rhode Island licenses plumbers through the Rhode Island Department of Labor and Training (DLT), Workforce Regulation and Safety Division / Professional Regulations Unit, under the State Board of Examiners of Plumbers. The Master Plumber is the senior plumbing credential. It requires at least five years of verified trade experience and possession of an active Rhode Island journeyperson plumber license for at least one year before you may sit the master's exam. A master may design plumbing systems, pull permits, supervise journeymen and apprentices, and serve as the qualifying individual for a licensed plumbing contractor.

Your exam is built on the International Plumbing Code (IPC) as adopted by Rhode Island (confirm the exact edition tested — DLT's own application instructions have referenced the 2018 IPC, while the state's adopted building code, RISBC-3, has since moved to a newer edition, so verify which edition governs your exam sitting). The two model codes — the Uniform Plumbing Code (UPC) published by IAPMO and the International Plumbing Code (IPC) published by the ICC — agree on the physics but differ in tables. Rhode Island works from 2018 IPC as DLT names it, not from a UPC table.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Rhode Island licensing works

  • Experience: a journeyperson plumber applicant needs 5 years of documented trade experience plus 576 hours of DLT-approved related instruction (registered apprentices complete this through an indentured apprenticeship program, typically around 8,000 on-the-job hours over 4-5 years). A master plumber applicant needs 5 years of verified trade experience and must have held an active Rhode Island journeyperson license for at least 1 year before sitting the master's exam.
  • Application: submit the DLT application with a $75 non-refundable application fee, a notarized statement of work experience from a current or former employer, and (for master applicants) proof of your journeyperson license — all reviewed and approved by DLT's Professional Regulations Unit before you're cleared to test.
  • Exam: the exam is administered directly by DLT's Professional Regulations Unit rather than outsourced to a third-party testing vendor, and has consisted of 50 multiple-choice questions drawn from the adopted plumbing code. A passing score is 70 percent — confirm the current question count, time limit, and code edition tested directly with DLT before you register.
  • Renewal: licenses run on a 2-year cycle (the master plumber license fee has been $240 per cycle at last published rates, separate from the $75 application/test fee). Under R.I. Gen. Laws § 5-20-23(f), master and journeyperson plumbers must complete continuing education before renewal; the Board of Examiners has set this at 7 hours per 2-year cycle, with enforcement beginning January 2027. Licensees whose combined age and years of licensure equal 80 or more are exempt.
