South Carolina Electrical Contractor licensing, explained

About the South Carolina Electrical Contractor license

South Carolina licenses commercial electrical contracting through the South Carolina Contractor's Licensing Board (SCCLB), an LLR board, under the Electrical (EL) classification of the Mechanical Contractor license. Unlike states with a strict apprentice-journeyman-master ladder, South Carolina's commercial license is experience-based: the qualifying party — the individual whose exam passage qualifies the license — must document at least two years of practical electrical experience within the preceding five years, primarily on commercial work, verified by affidavit. The license itself is issued to the business entity, not the individual; the qualifying party is the person tied to that entity's license who is responsible for directing and reviewing its electrical work. (Residential electrical work under $200 is exempt, and most residential electrical work is instead licensed through the separate Residential Builders Commission — a different board with its own PSI exam and a one-year experience minimum. This guide targets the SCCLB commercial Electrical Contractor path implied by this course.)

The technical exam is the 2020 National Electrical Code with South Carolina modifications. The PSI bulletin updated August 27, 2026 lists that book, NFPA 72 (2019), the American Electricians' Handbook, 17th edition, and 29 CFR 1926. The exam is open book. You may highlight, underline, and index with permanent tabs. A permanent tab tears the page if it is removed. Removable notes, handwriting in the book, and loose papers are not allowed. Plan the tabs before test day. The exam is a test of finding the section and applying it, not of bringing a page of worked answers.

Know these scope facts cold, because the exam asks them in plain-language form: the license is issued to the business entity and tied to its qualifying party; most installations require a permit and inspection before concealment (rough-in) and again at final; you must work within the classification and monetary group your license is issued in; and performing electrical work without the required license, or beyond your scope, is a violation that can cost you the license and carry civil penalties.

How South Carolina licensing works

  • Experience: the qualifying party must document at least two years of practical electrical experience within the preceding five years, primarily commercial, verified by employer affidavit or equivalent — South Carolina does not impose a separate state journeyman license as a legal prerequisite (though many qualifying parties do hold field experience earned as journeymen, and some local jurisdictions license journeymen separately).
  • Education: approved trade instruction or apprenticeship completion can support and document the required experience, but does not by itself substitute for it.
  • Application: submit the application, a financial statement or surety bond matching your monetary limitation group (bid limits range from $35,000 for Group 1 up to unlimited for Group 5, with bonds from roughly $7,000 to $300,000), and the experience affidavit to the board before you are approved to sit.
  • Exams: PSI's Commercial Contractor bulletin updated August 27, 2026 gives the Electrician paper as 80 questions, 56 correct, 5 hours (300 minutes). Business Management and Law for Commercial Contractors is a separate open-book paper: 50 questions, 35 correct, 125 minutes. These four practice exams are the 80-question Electrician paper only. You may not schedule more than six hours of testing in one day, so the two papers are not the same day. Technical exams may be taken twice in twelve months and thereafter once in six months. The NASCLA Accredited Electrical exam is a different election (100 questions, 270 minutes, 75 correct) and is not these four timers.
  • Renewal: The Electrical classification is a mechanical contractor license. On the board's application instructions, mechanical contractor licenses expire October 31 of odd-numbered years. The PSI exam bulletin does not print a continuing-education hour count. Read the current renewal notice for any education the board requires that year. The exam outline itself does not test that hour count.

The Electrician reference list on the August 27, 2026 PSI bulletin is the 2020 NEC with South Carolina modifications, not the 2017 NEC and not the 2023 NEC. Ampacity columns, GFCI and AFCI scope, service-disconnect grouping, and receptacle rules differ by edition. Answer from the 2020 text. If a South Carolina modification in that book changes a national sentence, the modification controls, because the bulletin says the reference is the 2020 NEC with those modifications.
