Texas Journeyman Plumber licensing, explained

About the Texas Journeyman Plumber license

Texas licenses plumbers through the Texas State Board of Plumbing Examiners (TSBPE). The Journeyman Plumber license authorizes you to perform plumbing work, generally under the responsibility of a master plumber. You earn it by meeting the experience-and-education requirement — documented on-the-job hours plus approved instruction, or completion of an approved apprenticeship — and passing the trade exam.

Texas lets you test under either model code, so your exam is built on the 2018 code you choose — either the 2018 International Plumbing Code (IPC) with the 2018 International Fuel Gas Code, or the 2018 Uniform Plumbing Code (UPC) — together with the Texas Plumbing License Law and Board Rules (check the current editions on the candidate bulletin). The two model codes — the UPC published by IAPMO and the IPC published by the ICC — agree on the physics but differ in tables, fixture-unit values, and some sizing methods, so pick one, study from that book, and answer every code question from it.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Texas licensing works

  • Experience: at least 8,000 hours of plumbing-trade experience earned while registered as a Plumber's Apprentice or licensed as a Tradesman Plumber-Limited, under the supervision of a Responsible Master Plumber (an out-of-state Journeyman or Master licensee may qualify by a different path).
  • Education: completion of a 48-hour TSBPE-approved training course (or enrollment in / completion of a U.S. Department of Labor-approved apprenticeship program).
  • Application: submit the application, fee, and Employer Certification Form(s) documenting your hours before you are approved to sit.
  • Exam vendor: Pearson VUE. The written portion is closed book (roughly 100 multiple-choice questions), and you must score 70 percent to pass. The written exam covers the Texas Plumbing License Law and Board Rules as well as the plumbing code. After passing the written portion you must also pass a separate hands-on practical exam administered by the TSBPE (in Austin or Waco). Check the current question count, time limit, and fees on the candidate information bulletin.
  • Renewal: licenses renew annually and require six hours of continuing professional education each year, including code-update content when a new code edition is adopted.
