Texas Master Plumber licensing, explained

About the Texas Master Plumber license

Texas licenses plumbers through the Texas State Board of Plumbing Examiners (TSBPE). The Master Plumber is the senior plumbing credential. It generally requires you to first hold a journeyman plumber license, accumulate additional documented experience as a licensed journeyman, and pass a more demanding exam that adds system design, sizing, code administration, and often business-and-law content. A master may design plumbing systems, pull permits, supervise journeymen and apprentices, and serve as the qualifying individual for a licensed plumbing contractor.

Handbook 494400 says to study either the 2018 IPC and the 2018 IFGC, or the 2018 UPC. Study one path, not both. The written exam is closed book, so neither code is on the desk. The two model codes — the Uniform Plumbing Code (UPC) published by IAPMO and the International Plumbing Code (IPC) published by the ICC — agree on the physics but differ in tables, fixture-unit values, and some sizing methods, so always work from the one your state adopted.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Texas licensing works

  • Experience: Pearson VUE handbook 494400, copyright 2025, read October 6, 2026, requires a journeyman license held for at least four years, or a journeyman license held for at least one year plus a training program approved by the U.S. Department of Labor Office of Apprenticeship. Out-of-state master paths in that same list also use four years, or one year plus that apprenticeship. The February 2013 review course's one-year line is older than this handbook.
  • Education: approved instruction hours or completion of an approved apprenticeship program.
  • Application: submit the application, fees, and proof of experience (often signed off by a master plumber or employer) before you are approved to sit.
  • Exam vendor: Pearson VUE, under contract to the TSBPE (the exam fee is paid when the reservation is made. The handbook says payment is not accepted at the test center). The Master Plumber exam is 308 questions with a 360-minute limit (plus a 30-minute pause-the-clock) and a passing score of 70 percent — check the current figures on the candidate handbook. The Texas plumbing law (Occupations Code Chapter 1301) is tested as part of the exam.
  • Renewal: Texas plumbing licenses renew on a set cycle (annually) and require continuing professional education (CPE), including code-update hours when a new code edition is adopted; check the current hour requirement with the TSBPE.
