Utah Journeyman Plumber licensing, explained

About the Utah Journeyman Plumber license

Utah licenses plumbers through the Utah Division of Professional Licensing (DOPL). The Journeyman Plumber license authorizes you to perform plumbing work, generally under the responsibility of a master plumber. You earn it by meeting the eligibility in UTPlumbing_CIB 2026.08.07: 7 semesters, or the competency-exam equivalent, and 6,000 hours as a licensed apprentice, or 16,000 hours as a licensed apprentice, and by passing the written exam and the practical.

Your written reference is the 2024 International Plumbing Code listed in UTPlumbing_CIB 2026.08.07, not the UPC. Title 15A is not on that allowed-book list. The two model codes — the Uniform Plumbing Code (UPC) published by IAPMO and the International Plumbing Code (IPC) published by the ICC — agree on the physics but differ in tables, fixture-unit values, and some sizing methods, so always work from the one your state adopted (Utah: IPC).

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Utah licensing works

  • Experience: the August 7, 2026 bulletin prints 7 semesters and 6,000 apprentice hours, or 16,000 apprentice hours. Residential journeyman on that same page is 6 semesters and 6,000 residential hours, or 12,000 residential hours. Master eligibility is an associate degree plus 2,000 supervisory hours as a licensed journeyman, or 4,000 plumbing hours plus 4,000 supervisory hours, W-2.
  • Education: the same bulletin prints 7 semesters, or the competency-exam equivalent, beside the 6,000-hour path. The 16,000-hour path has no semester row.
  • Application: submit the application, fees, and proof of experience (often signed off by a master plumber or employer) before you are approved to sit.
  • Exam vendor: Prov. The journeyman path has a written exam and a separate hands-on practical. The written cut in UTPlumbing_CIB 2026.08.07 is 70 percent. The practical is pass/fail, not a 70 percent written cut. The master Law and Rule exam is 40 questions, 2 hours, and 75 percent.
  • Retest: a failed exam waits 30 days. After six failed attempts, the wait is 90 days before each later attempt. Starting January 1, 2026, a first-time journeyman candidate, including residential, is preapproved by the training school before the first schedule. Out-of-state training also uploads transcripts.
