Washington 02 Residential Electrician licensing, explained

About the Washington 02 Residential Electrician license

Washington licenses electricians through the Washington State Department of Labor & Industries (L&I). The 02 Residential Electrician certificate authorizes you to perform electrical work on single-family and multi-family residential structures — the residential specialty in WAC 296-46B-920(2)(a), narrower than the 01 general certificate. The certificate is held by the individual; a business that performs electrical work must separately hold an electrical contractor license and employ a certified electrical administrator. You earn the 02 by documenting the required residential work experience as a registered electrical trainee under the supervision of an appropriately certified electrician, completing the approved basic classroom instruction, and passing the trade exam.

The exam is National Electrical Code (NEC) based, because Washington adopts the NEC as its electrical code. It is normally open book: you may bring a clean, bound copy of NEC 2020 (the listed exam edition). The October 30, 2025 bulletin allows highlighting, underlining, and permanent index tabs before you enter. Post-it notes and other removable notes are not allowed. References may not be written in. The testing site provides two sheets of paper and a pencil, and those sheets are collected at the end. Plan to tab and index your code book before test day, because the exam is as much a test of how fast you can locate a section as it is of what you have memorized.

Know these scope facts cold, because the exam asks them in plain-language form: the license is held by the individual, not the company; most installations require a permit and inspection before concealment (rough-in) and again at final; you must work within the classification you hold; and performing electrical work without the required license, or beyond your scope, is a violation that can cost you the license and carry civil penalties.

How Washington licensing works

  • Scope: WAC 296-46B-920(2)(a) limits the 02 to telecommunications, low-voltage, and line-voltage wiring of one- and two-family dwellings, and of multifamily dwellings of Type III, IV, or V construction when there are not more than six stories of that construction above grade or above Type I or II construction. Work outside that scope needs another certificate.
  • Experience: 4,000 hours of residential (02 specialty) electrical work experience, earned as a registered electrical trainee supervised by an appropriately certified electrician. Only hours in the residential specialty count toward the 02.
  • Education: a training certificate is renewed every two years only after 48 hours of approved basic classroom instruction. That trainee row is not the 24-hour continuing-education row for a certified electrician.
  • Application: submit the application, fee, and documented proof of your experience and classroom hours to L&I; once approved, you schedule the exam through the testing vendor.
  • Exam vendor: PSI (test-takers.psiexams.com/walaborind). The electrician 02 paper is two sections: 40 questions in 2 hours and 17 questions in 1 hour. You need 70 percent on each section (28 of 40, and 12 of 17). Combined practice in this course is 57 questions and 180 minutes. The clocks do not roll from one section to the other.
  • Two editions, two jobs: the PSI examination book is the 2020 NEC. WAC 296-46B-010 adopts the 2023 NEC for installations until December 31, 2026, when the 2026 NEC takes effect. An exam-book question is answered from 2020. An installation question is answered from the WAC edition.
  • Renewal: the certificate renews on a three-year cycle and requires 24 hours of continuing education — 8 hours of NEC code updates, 4 hours of RCW 19.28 / WAC updates, and 12 additional approved hours.

Ampacities, GFCI and AFCI scope, working clearances, and receptacle rules can change between editions. On this sitting the examination book is the 2020 NEC. Do not answer an examination-book item from the 2023 or 2026 installation edition.
