Washington Journey Level Plumber licensing, explained

About the Washington Journey Plumber license

Washington certifies plumbers through the Washington State Department of Labor & Industries (L&I). The Journey Level Plumber (PL01) certification is the top individual plumbing credential in the state — it qualifies you to work on all phases of residential, commercial, and industrial plumbing without limitation (Washington does not have a separate "master plumber" certification above it). You earn it by working as a registered plumber trainee under a certified journey level plumber and passing the trade exam. A business that wants to pull its own permits registers separately with L&I as a plumbing contractor — that is a business registration, not an individual license.

Your exam is built on the 2015 Uniform Plumbing Code with the Washington amendments, which is the book L&I names on the plumber-examination page. The field installations you will make after you hold the card follow the 2021 UPC as adopted in WAC 51-56, effective March 15, 2024. The International Plumbing Code uses different fixture-unit values, a different slope rule, and different section numbers. A number that is right in the IPC can be the wrong answer here.

Know these scope facts cold: the license is held by the individual; most work requires a permit and inspection (rough-in/top-out and final); you must work within the classification you hold; and unlicensed or out-of-scope plumbing work is a violation that can cost you the license and carry penalties. Plumbing protects public health — the exam constantly returns to the two core purposes of the code: deliver safe potable water and remove waste without contaminating that water.

How Washington licensing works

  • Experience: 4 years or more (at least 8,000 hours) working as a registered plumber trainee under a certified journey level plumber, with at least 2 years (4,000 hours) of that time in commercial or industrial installations.
  • Education before the exam: WAC 296-400A-121(6) requires 16 hours of continuing education, including at least 4 hours of industry-related electrical training, before you test for journey level, domestic pump, or residential specialty. Renewal is a separate clock: 24 hours in the three-year certificate period (WAC 296-400A-028), at least 12 hours of plumbing code and 4 hours of electrical, with the other 8 hours in plumbing or electrical trade classes.
  • Application: submit the exam application and fee, with your trainee experience affidavits on file with L&I, before you're approved to test.
  • Exam vendor: PSI. The exam is closed book and given in three timed parts — a roughly 100-question technical/code-knowledge section, plus two code-application sizing exercises (one on waste-and-vent sizing, one on water-piping sizing). A handful of sizing tables are supplied with the exam; everything else is from memory. The passing score is 70 percent on each portion. The July 30, 2026 bulletin prints the counts and the times: 100 questions in 90 minutes, then two drawing portions of 25 items in 90 minutes each. Tables 702.1, 610.3, 610.4, and 610.10 are in the room. Table 703.2 is not.
  • Renewal: certification renews roughly every 3 years, on your birthdate, and requires 24 hours of continuing education before you renew — at least 12 hours of plumbing code and at least 4 hours of industry-related electrical (IRE), with the remaining hours in any approved category.
