Washington Master Electrician licensing, explained

About the Washington Master Electrician license

Washington licenses electricians through the Washington State Department of Labor & Industries (L&I). The Master Electrician is the senior credential. In Washington it requires you to first hold a general journey level (01) electrician certification and to have held that certification for at least four years (a specialty master electrician instead needs at least two years of certification in the relevant specialty), and then to pass a more demanding exam that adds heavier load-calculation, design, and code-application content. A holder at this level can typically pull permits, supervise journeymen and apprentices, design installations, and serve as the qualifying individual for a licensed contracting business.

The exam is National Electrical Code (NEC) based, because Washington adopts the NEC — currently the 2023 edition — as its electrical code, together with the state amendments in WAC 296-46B. It is normally open book: you may bring a clean, bound copy of NEC 2020 (the listed exam edition). Permanent tabs, highlighting, and underlining are allowed if they are in place before you enter. Removable notes, including Post-its, are not. Plan to tab and index your code book before test day, because the exam is as much a test of how fast you can locate a section as it is of what you have memorized.

Know these scope facts cold, because the exam asks them in plain-language form: the license is held by the individual, not the company; most installations require a permit and inspection before concealment (rough-in) and again at final; you must work within the classification you hold; and performing electrical work without the required license, or beyond your scope, is a violation that can cost you the license and carry civil penalties.

How Washington licensing works

  • Experience: Washington requires you to hold a general journey level (01) electrician certification for at least four years before you may sit for the general master electrician exam (a specialty master electrician needs at least two years of certification in that specialty).
  • Education: approved instruction hours or completion of an approved apprenticeship program count toward the journeyman experience that underlies the master credential.
  • Application: submit the application, fees, and proof of experience (often signed off by a supervising/master electrician or employer) to the board before you are approved to sit.
  • Exam vendor: PSI, at test centers by appointment. The general master electrician exam is open book, computer-based, and made up of 110 multiple-choice questions across three sections in 7 hours on the first sitting (4 hours, then 1 hour, then 2 hours), and you must pass each section with a score of 70 percent or higher. That length and that 70 percent cut on each section are the October 30, 2025 bulletin.
  • Renewal: the Washington master electrician certificate renews every three years (on your birthday) and requires 24 hours of L&I-approved continuing education per cycle — at least 8 hours of NEC code update and 4 hours of RCW 19.28 / WAC review, with the remaining 12 hours from approved courses.

Separate the examination book from the installation code. Washington has adopted the 2023 NEC with state amendments in WAC 296-46B (effective April 1, 2024), and field WAC has been on the 2023 NEC; the listed exam book remains NEC 2020 — WAC 296-46B-010 adopts the 2023 NEC for installations until December 31, 2026, when the 2026 NEC takes effect. The examination book remains the 2020 NEC. Ampacities, GFCI/AFCI scope, working-clearance distances, and receptacle-spacing rules all change between editions, and the exam is written to the edition your state has adopted — not necessarily the newest one published.
