West Virginia Commercial General Building Contractor (NASCLA) licensing, explained

About the West Virginia Commercial General Building Contractor license

West Virginia licenses general contractors through the West Virginia Contractor Licensing Board, which operates with administrative and enforcement assistance from the West Virginia Division of Labor. The Commercial General Building Contractor authorizes commercial and heavy construction. A general contractor enters into the prime contract, pulls the building permit, and is responsible for the whole project — scheduling and coordinating the subcontractors and trades, means and methods, jobsite safety, and delivering work that passes inspection and meets the contract.

This course's technical exam is the NASCLA paper. The July 7, 2026 PSI bulletin lists the International Building Code, 2021 or 2024, for code questions. The separate Prov General Building trade paper, 80 questions in 3 hours, still lists the 2018 IBC. Do not bring only the 2018 book to the NASCLA sitting and expect it to match the code items. West Virginia's own license classification is titled General Building Contractor (not "commercial" in the classification name itself) and, per the Board, covers work on both commercial and private (residential) property whenever a job requires more than two contractor classifications or overall supervision of the project; "Commercial General Building Contractor" is the name of the NASCLA exam that can satisfy this classification's trade-exam requirement, not a separate license category. Know these scope facts cold: the license is held by the qualifying individual/entity; most work requires a permit and inspections at defined milestones (footing, foundation, framing, rough trades, insulation, final); you must work within the classification and monetary limits you hold; and unlicensed or out-of-scope contracting is a violation that can void contracts, forfeit the right to collect payment, and carry penalties.

How West Virginia licensing works

  • Experience: documented years running or supervising construction projects, usually verified by references or a qualifying party (a state requirement; the NASCLA exam itself has no experience prerequisite to sit).
  • Financial responsibility: West Virginia's Contractor Licensing Act does not impose a blanket net-worth or general surety-bond requirement. What the Board does require: proof of workers' compensation and unemployment compensation coverage, and — for contractors performing commercial construction — a wage bond (generally equal to four weeks' gross payroll at full capacity, plus 15 percent for benefits). General-liability insurance isn't state-mandated for licensure but is routinely required by owners, permitting jurisdictions, and contracts, so carry it. The wage-bond amount is a Board rule, not a NASCLA scored item.
  • Application: the NASCLA exam is open to anyone who registers; the experience verification, financial statements, and entity documents are submitted to the state when you apply for the actual license.
  • Exam format and vendor: the national NASCLA Accredited Examination for Commercial General Building Contractors — the exam this guide is built around — is delivered at PSI test centers: one open-book exam of 115 scored questions with a 5.5-hour (330-minute) time limit; you pass by answering 81 of 115 correctly (about 70 percent). West Virginia accepts a passing NASCLA score to satisfy the trade portion of the General Building classification. Separately, West Virginia's own state-specific exams (including its required Contractor Licensing Act exam, next bullet) are administered by the Board's current state testing vendor, Prov, Inc. — not PSI. The NASCLA clock in the next bullet is the July 7, 2026 PSI bulletin. The state-law clock is the August 25, 2026 Prov bulletin.
  • West Virginia's separate Contractor Licensing Act exam is mandatory: passing NASCLA is not enough on its own. The Contractor Licensing Board requires every applicant to also take and pass its own Contractor Licensing Act exam — 90 questions, a 3-hour (180-minute) time limit, and a 70 percent cut (63 of 90). Prov grades every West Virginia exam on that bulletin at 70 percent. The outline is West Virginia Code Chapter 30, Article 42 (37 items); Title 28, Series 2 (10); Title 28, Series 4, written contracts (24); and West Virginia Code Chapter 21, Article 11A, notice and opportunity to cure (19). One hundred percent of the items come from the West Virginia Contractor Licensing Act Study Guide. An existing 6th-edition Business and Law study guide may still be carried because it contains those statutes. It is not a 50-question paper. NASCLA waives the trade exam only — you still need this second exam to be licensed.
  • Renewal: West Virginia contractor licenses renew annually (12 months from issuance); the renewal fee is on the Board schedule, not on the NASCLA bulletin. Keep your wage bond, workers' comp, and unemployment compensation coverage current.

This is the opening of the full study guide. The complete guide continues into code navigation, worked calculations and solved exam questions.
